摘要
为多层次全面考量页岩气开发项目效益,为页岩气开发项目经济评价及投资决策提供理论参考及方法支撑,采用定性分析与定量分析相结合的方法,从项目、公司和国家三个角度分析论述了页岩气开发项目能够为各层面带来的效益构成,研究了各项效益量化测算的原理和方法,并据此构建了项目层面经济效益、公司层面工程板块与销售板块协同效益、国家层面环境保护、能源安全和税收增加社会效益的测算模型,并针对某公司页岩气开发项目进行了实例测算。结果表明,测算方法可操作性和实用性强,开发单位页岩气可以带来约0.1元/m 3的公司协同效益及约0.97元/m 3的国家社会效益,协同效益和社会效益显著。建议页岩气开发项目应在多层次、全方位评价项目效益基础上进行项目投资决策,国家应加大页岩气补贴优惠力度,内化社会效益为开发单位实际效益,激发开发单位积极性,促进页岩气产业快速发展。
In order to comprehensively evaluate the benefits of shale gas development projects at multiple levels,and to provide theoretical reference and method support for the economic evaluation and investment decisions of shale gas development projects,the method of combining qualitative analysis and quantitative analysis is used to analyze in detail the various levels composition of the benefits brought by the establishment of the project from the different perspectives of projects,companies,and countries.The principles and methods of quantitative calculation of various benefits have been studied,and the calculation model of project-level economic benefits,the company-level engineering sector and the sales sector synergy benefits,the national level environmental protection,energy security and tax increase social benefits have been constructed accordingly.The calculation example for a company s shale gas development project was carried out.The results show that the calculation method is highly operable and practicability,the shale gas development unit can bring about 0.1 yuan/m 3 company synergy benefits and about 0.97 yuan/m 3 national social benefits,and the synergy and social benefits are significant.It is recommended that shale gas development projects should make project investment decisions on the basis of multi-level and comprehensive evaluation of project benefits.the state should increase shale gas subsidies and preferential treatment,internalized social benefits into actual benefits of development units to stimulate the enthusiasm of development units,and promote the rapid development of the shale gas industry.
