摘要
人参产业是东北林区的优势产业和传统产业,人工种植人参在东北已有几百年的历史。随着人参产品的不断开发,人参价格持续上涨,受经济利益驱动,一些地方出现了大面积毁林种参现象,大量林地遭到侵占和破坏,对生态环境造成巨大威胁。本文从贯彻落实习近平总书记生态文明思想入手,以吉林、辽宁东部山区森林覆盖率较高且人参种植面积较大的6个县(市)和1个森工企业局人参产业发展现状为例,结合国家林业和草原局的工作部署,探讨如何在保护生态环境的前提下,引导广大参农更加科学合理地利用森林资源,促进林下经济向集约化、规模化、标准化和产业化发展,走保护与发展有机结合的新路子。
The ginseng industry is a dominant and traditional industry in the northeast forest area where the artificial planting has a history of hundreds of years.The price of ginseng continues to rise with the continuous development of products.Driven by economic benefits,large areas of forest ginseng have been destroyed in some places and a large number of forest lands have been occupied and destroyed,posing a huge threat to ecological environment.This article starts with the implementation of General Secretary Xi Jinping’s ecological civilization thought,taking the development status of ginseng industry in 6 counties(cities)and 1 forest industry enterprise bureau with high forest coverage and large ginseng planting areas in the mountainous areas of Jilin and Liaoning province.Combining with the work deployment of the National Forestry and Grassland Administration,we will discuss how to guide ginseng farmers to use forest resources more scientifically and rationally under the premise of protecting the ecological environment,promote the underforest economy towards the development of intensification,scale,standardization and industrialization,a new way of organically combining protection and development.
