中国实现2030年前碳达峰目标及主要途径 被引量:664

China's Goal of Achieving Carbon Peak by 2030 and Its Main Approaches

摘要 中国政府明确提出2030年前碳达峰、2060年前碳中和目标,从相对减排到绝对减排,进而零排放,成为雄心勃勃的“中国方案”与路线图。在阐释中国减排承诺及意义的基础上,认为应对全球气候变化既是中国实现社会主义现代化的最大挑战,也是实现绿色工业化、城镇化、农业农村现代化的最大机遇;中国要实现2030年前碳达峰核心目标,须建立倒逼机制,分为四个十年阶段、八个五年规划,逐步推动绿色改革绿色创新;进而明确提出了20个方面的主要实现路径和政策建议,即控制能源消耗总量及增速约束性目标、大幅度提升非化石能源占一次能源消费比重、大幅度消减煤炭生产量和消费量,等等,以形成“政策合力”“协同效应”,在推动中国高质量发展中有助经济社会发展全面绿色转型,并成为推动全球能源转型的重中之重。 The Chinese government has clearly offered the goal of carbon peak by 2030 and carbon neutrality by 2060,from relative emission reduction to absolute emission reduction and hence zero emission,which has become the most ambitious"China plan"and roadmap.Coping with climate change has become the biggest challenge for China to basically realize socialist modernization,and also the biggest opportunity for China to basically realize green industrialization,urbanization and agricultural and rural modernization.In order to reach the peak by 2030,the author suggests a reverse transmission mechanism be carried out to promote green reform and green innovation.20 aspects of path and policy suggestions have been put forward to form"policy joint force"and"synergy effect",which can achieve China's goal of reaching the peak on time and realize comprehensive green transformation of high-quality economic and social development.
