基于全生命周期的特大铁路工程外部性评价指标体系 被引量:5

摘要 为从多阶段多角度评价特大铁路工程中的外部性问题,建立了特大铁路工程项目螺旋式全生命周期模型,将其全生命周期划分为规划期、建设期、运营期和可持续发展期等4个阶段,构建了包含经济、社会、环境、科技和文化等五大方面评价内容的外部性综合评价指标体系,并利用熵值法确定了指标权重。运用此糢型对我国典型的特大铁路工程青藏铁路的外部性进行了综合性评价,验证了该糢型的适用性。研究结果表明:青藏铁路在运营期中产生的经济和社会外部性较大,且呈现先增后降的趋势;文化外部性在铁路运营后期呈现快速增长趋势;环境外部性保持在较低水平。同时,铁路对沿线地区产生的外部性具有异质性。 To evaluate the externality issues in mega railway projects cross multiple stages and from multiple aspects,this study establishes a spiral whole life cycle model for mega railway projects,and divides the whole life cycle of mega railway projects into planning,construction,operation,and sustainable development phases.A comprchensive extermal evaluation index system including five major aspects is proposed,ranging from economy,society,environment,technology and culture.The index weight is determined based on the entropy method.Finally,to verify its ffectiveness,this model is used to evaluate the extermalities of an exemplar mega railway project named Qinghai-Tibet Railway during the operation phase.The results show that the economic and social extermalities generated by the Qinghai-Tibet Railway during the operation period are relatively large,and they tend to increase first and then decrease;the cultural externalities show a rapid growth trend in the later stages of the railway operation;the environmental extermalities remain at a low level.Meanwhile,the railway is heterogencous to the extermalities generated along the route.
