摘要
充分利用好国内国际两个市场、两种资源,形成“以国内大循环为主体,国内国际双循环”的新发展格局,保障经济稳定发展,为此要依托一批具有世界级标准的产业群。自由贸易试验区代表我国最高开放水平的产业园区,正是衔接“8”字型内外双循环的枢纽。本文对自贸区如何协调内外双循环进行分析探讨,首先,回顾经济内外循环发展方式和自贸区的建设过程,并从稳定及扩大就业,提升企业产出与劳动力工资水平,增强内外循环契合度等角度论述自贸区利用外循环构建内循环的相关理论;其次,以培育国家竞争新优势,激发创新活力,促进产业结构调整等方面分析自贸区在畅通国内经济大循环和衔接国际循环中的重要意义;最后,寻找自贸区在促进内外循环中的突破点并从加强技术创新、内外联系、对外开放、政务改革和人才支持等方面提出相应优化建议,为当前国际乱象下中国经济的稳健发展提供参考。
To make full use of both domestic and international markets and resources for forming a new development pattern of“domestic and international cycle with the domestic one the main body”,so as to ensure stable economic development,China should rely on a number of industrial groups of world-class standards.Free Trade Zone represents the industrial park with the highest level of openness in China,and it is the hub that connects the‘8’-shaped internal and external double cycle.To analyzes the issues above,firstly,this paper reviews the development mode of internal and external cycle of economy and the construction process of the free trade zone,and discusses related theories of applying external cycle to construct internal cycle in the free trade zone from the perspectives of stabilizing and expanding employment,improving enterprise output and labor wage level,and enhancing the correspondence between internal and external cycles.Secondly,it analyzes the significance of the free trade zone in unlocking the domestic economic cycle and connecting the international cycle from the aspects of cultivating the new competitive advantage of China,stimulating the innovation and creation vitality,and promoting the adjustment of industrial structure.Finally,this paper aims at providing reference for the steady development of China’s economy under the current international chaos,by finding out the breakthrough points of the free trade zone in promoting internal and external cycle,and putting forward corresponding optimization suggestions from strengthening technological innovation,internal and external connection,opening up,reform of government affairs and talent support.
