基于SEM的PPP项目政府补偿决策影响因素研究

摘要 合理的政府补偿机制可以提高PPP项目的运行效率。为使政府补偿发挥积极效能,提高补偿决策的合理性,本文构建基于政府补偿决策影响因素的结构方程模型(SEM),研究影响政府作出补偿决策的关键因素之间的关系以及重要程度。首先,结合历年来关于PPP项目政府补偿决策的相关文献进行研究,基于灰色关联度法建立相应的指标体系;其次,通过量表问卷调查进行相关数据收集,运用结构方程模型对影响政府作出补偿决策的因素进行权重计算;最后,对潜在因素和影响因素进行深入分析。结果表明:在五项潜在因素中,政府承受能力对政府作出补偿决策影响最大,其中政府的财政预算是影响政府作出补偿决策的关键。 The PPP makes the feasibility compensation decision through the government,has the great help to the PPP project operation efficiency to causes the project to complete faster.In order to make the government make correct compensation decision,this paper considers the influencing factors of government compensation decision.Building a structural equation model(SEM)to analyze the influence of influencing factors on government decision making,Firstly,combining with the relevant literature on PPP government compensation decision-making over the years,the corresponding index system is established based on the grey correlation method;secondly,the relevant data are collected through Likert 5-level questionnaire;on this basis,the weight of the factors influencing the government's compensation decision-making is calculated by using structural equation model;finally,the measurement indicators and structural variables are analyzed in depth.The results show that:among the five potential factors,the government's affordability has the greatest impact on the government's compensation decision,and the government's investment budget largely determines whether the government will compensate the social capital.
