摘要
新冠疫情的爆发和控制,暴露了当代治理的一个重大问题:信息的生产与管理。而信息的生产与管理,不仅是政策制定和实施的过程,更是一个文化治理的过程。这里,既要“依据文化加以治理”,也要“对文化加以治理”。而无论“依据文化加以治理”抑或“对文化加以治理”,其核心都是观念文化的“扬弃”,这一“扬弃”贯穿了危机预防、应对与善后全过程:在危机预防阶段,信息治理的关键是有效把握先机,既维护正常舆论秩序,又不能干扰社会信息预警,由此便需要重新认识“何为流言”;危机一旦发生,信息治理的关键是有效实施社会动员,既及时全面采集疫情、民情各种重要信息,又能使政府信息发布获得社会的普遍认同,由此便需要明确“何为信息责任”;危机善后阶段,信息治理的关键是化危为机,重构社会信任和政府认同,推动国家形象提升和社会发展,由此便需要重新认识“何为正能量”。只有自觉发扬积极性观念,克服陈腐性观念,才可能形成疫情防控的文化共识和长效机制,并推进新时代“感觉、意义与意识的社会化生产与再生产”。
The outbreak and control of COVID-19 exposed a major problem in contemporary governance:the production and management of information.It is not only a process of policymaking and practice but also a process of cultural governance,not only"governing by culture"but also"governing culture".Whichever cultural governance it is,its essence remains a sublation of conceptual culture that runs through the entire process of crisis prevention,response,and redressing.In the crisis prevention stage,the key to information governance is to seize the moment,issuing warnings to the society without disturbing social order,which means the government should understand what is a rumor.Once a crisis occurs,the key to information governance is to launch social mobilization campaigns to gather important information about the pandemic and the people and to gain trust from the public by governmental information release,therefore the government has to clarify information responsibility.In the post-crisis stage,the key to information management is to turn crisis into opportunities,regaining social trust and recognition of the government,improving the national image,and assisting the development of the society,thus the government should gain an understanding of what is"positive energy".Only by consciously promoting positive concepts and overcoming outdated concepts can a cultural consensus and a long-term mechanism for pandemic prevention and control be formed,and"the social production and reproduction of feeling,meaning,and consciousness"be promoted in the new era.
