摘要
【目的】在理论研究方面,从期刊社会功能、国际化程度、国际影响力3个单一评价维度思考构建中国科技期刊国际化发展评价体系,为科技期刊国际化发展评价提供新思路。【方法】应用文献分析法和框架分析法,对社会功能、国际化程度、国际影响力3个评价维度的评价基础、理论、层面、指标、方法的优缺点进行整理和分析。【结果】针对单一评价维度的缺点,探索性地构建中国科技期刊国际化发展"一体三维"评价体系。"一体三维"评价体系的评价基础关注期刊-社会、出版产业流程、发文-引用和使用量,连接期刊评价的宏-中-微观层面。评价理论既有出版规制、双效、国际化度理论的社科理论指导,又有文献计量学的数理理论指导。评价层面和指标吸取国际影响力评价维度的可操作经验,提高社会功能和国际化程度评价维度的操作性。研究方法将社会功能评价维度的理论探讨、国际化程度评价维度的案例分析、国际影响力评价维度的量化实证有效结合。【结论】"一体三维"评价体系在理论方面解决了单一评价维度评价框架的不足;在实践方面保持SCI等评价体系优势的同时,秉持中国特色出版制度,覆盖科技期刊国际化发展产生的新特征。
[Purposes]In this paper,we establish an evaluation system for the internalization of Chinese scientific journals at the theoretical level on the basis of the three dimensions,namely,social function,internationalization level,and international impact,which is expected to serve as a new method for the internationalization evaluation of Chinese scientific journals.[Methods]With the methods of literature analysis and framework analysis,we described the evaluation bases,evaluation theories,evaluation aspects,evaluation indexes,and evaluation methods of the three dimensions and summarized and analyzed the advantages and disadvantages.[Findings]In the light of the disadvantages,we develop a three-dimension-in-one system for the evaluation of Chinese scientific journals. About this system,the evaluation basis focuses on the journal-society,publishing process,paper number-cited frequency,and usage,connecting the macro,meso,and micro levels of journal evaluation. The evaluation theories cover not only the publication regulation,double-effect,and internationalization level theories in social science but also the bibliometrics theories in mathematical science. As for the evaluation aspects and indexes,the operability of the evaluation of social function and internationalization level is enhanced with reference to the foreign experience in impact evaluation. As to the evaluation method,the system combines the theoretical discussion of social function dimension,case analysis of internationalization level dimension,and quantification and positive analysis of international impact dimension.[Conclusions]The three-dimension-in-one evaluation system makes up for the deficiencies of single dimension evaluation while reserving the advantages of SCI evaluation. It adheres to the publishing system with Chinese characteristics and covers the new characteristics of scientific journals in internationalization.
