摘要
农村公共服务的有效供给是乡村振兴的重要内涵,而合作社作为推进农业农村现代化的新型农业经营服务主体,在实践中已经广泛地参与到农村公共服务的供给当中,日益成为推进农村社会建设的中坚力量。文章以文献回顾的视角,归纳了学术界对于合作社供给农村公共服务这一主题的核心观点,并针对合作社供给农村公共服务的概念内涵、理论逻辑和实践功效等相关问题进行了深入分析。研究发现:第一,合作社供给公共服务不仅对外服务社会,也对内服务社员;不仅服务于农业生产,亦服务于农民生活。第二,合作社供给农村公共服务在理论上具有内在合理性,在现实中则受到公共服务供给不足和相关政策激励两种推拉力量的影响。第三,合作社供给公共服务,除了有助于实现社员的福利提升和合作社自身的经济收益之外,还溢出了许多社会效益。当然合作社供给农村公共服务目前也存在一些定位不准、水平不高等方面的问题,要解决这些问题还需要政府和合作社的共同努力。
The effective supplyof rural public services is an important connotation of Rural Revitalization.As a new type of agricul⁃tural operation and service subject to promote agricultural and rural modernization,cooperatives have already been widely involved in the supply of rural public services,and have increasingly become the backbone of rural social construction.From the perspective ofl iterature review,this paper summarizes the academic core views on the theme of cooperatives’rural public services,and makes in-depth analysis on its concept connotation,theoretical logic and practical effect.The results are as follows.First,the coopera⁃tives’public service not only serves the society externally but also serves its members internally;not only serves agricultural pro⁃duction,but also serves farmers’lives.Second,the supply of rural public services by cooperatives has inherent rationality in theo⁃ry,but in reality,it is affected by two push-pull forces,namely,insufficient supply of public services and relevant policy incen⁃tives.Third,the supply of public services by cooperatives not only helps to improve the welfare of members and the economic bene⁃fits of cooperatives,but also produces many social benefits.However,there are some problems in the supply of rural public services by cooperatives,such as inaccurate positioning and inferior level.To solve these problems,we need the joint efforts of the govern⁃ment and cooperatives.
