摘要
国土空间规划的编制与实施已在我国全面展开,如何形成一套客观的、与国土空间规划及乡村振兴战略衔接的村庄分类方法尚有待探索。以天津市蓟州区为例,提出了先定性、后定量的村庄分类思路。首先,提取关键性因素将一部分村庄先行分类;其次,结合乡村振兴战略中的4类村庄特征和地方发展现状,构建包含5个一级因子、18个二级因子的乡村发展适宜性评价指标体系,通过赋权求和、GIS数据分析等方法为村庄打分并分级,结合定性分析结果构建二层级的村庄分类体系;最后,针对各类村庄提出差异化发展指引。
The construction of China's territorial spatial planning system has been fully carried out.How to form a set of objective village classification method,which is connected with territorial spatial planning and rural revitalization strategy,remains to be explored.Taking Jizhou district of Tianjin as an example,a qualitative and quantitative village classification idea is put forward in this article.Firstly,the decisive factors are extracted to classify some villages.Secondly,referring to the characteristics of the four types of villages in the rural revitalization strategy,combined with the local development status,a rural development suitability evaluation index system containing 5 first-level factors and 18 second-level factors is constructed.The villages were scored and upgraded by means of weighting summation and GIS data analysis,and a two-level village classification system was established by combining the qualitative analysis results.Finally,the differentiated development guidelines for various villages are proposed.
