摘要
[目的/意义]由于我国不同区域产业结构不同导致产业政策存在差异。对人工智能产业政策进行比较,可以清晰识别政策的布局,为进一步优化产业政策奠定基础。[方法/过程]以京津冀、珠三角和长三角区域2015—2019年出台的人工智能产业政策为研究对象,构建"政策属性—政策结构"分析框架,运用社会网络分析、自然语言处理和主题识别等方法,对比分析《新一代人工智能发展规划》发布前后阶段各区域人工智能产业政策发展态势。[结果/结论]政策属性方面,《新一代人工智能发展规划》发布后各区域政策发文数量明显增加,并趋向强管控态势,但文种"缺位"明显。政策结构方面,珠三角和长三角区域的主体合作发文逐渐增加,京津冀区域则呈下降趋势。京津冀区域侧重基础研发和打造产业集群,长三角区域侧重智能应用和智慧城市建设,珠三角区域依托国际市场环境,侧重人工智能合作发展。
[Purpose/significance]Due to the different industrial structures in different regions in China,there are differences in industrial policies.The comparison of Artificial Intelligence(AI)industrial policies can clearly identify the layout of policies and lay a foundation for further optimization of industrial policies.[Method/process]This paper takes the AI industrial policy issued by Beijing-Tianjin-Hebei,Pearl River Delta and Yangtze River Delta regions from 2015 to 2019 as the research object,and builds a"policy attribute-policy structure"analysis framework,using social network analysis,natural language processing,and topic recognition to compare and analyze the development trend of AI industry policies in various regions before and after the release of the"New Generation Artificial Intelligence Development Plan".[Result/conclusion]In terms of policy attributes,the number of policy documents issued in various regions has increased significantly since the release of the"New Generation Artificial Intelligence Development Plan",and tends to be a strong management situation,but the"missing"of the policy is obvious.In terms of policy structure,the cooperation between the main bodies of the Pearl River Delta and the Yangtze River Delta has gradually increased,while the Beijing-Tianjin-Hebei region has shown a downward trend.The Beijing-Tianjin-Hebei region focuses on basic research and building industrial clusters,the Yangtze River Delta region focuses on smart applications and smart city construction,the Pearl River Delta region relies on the international market environment and focuses on the cooperative development of artificial intelligence.
