江西省流域农产品虚拟水贸易发展绩效测评——以赣江流域为例 被引量:1

摘要 根据产出-效率-效果(3E)标准构建递阶层次结构的绩效指标体系,从江西省内众多流域中选定赣江流域为研究个例,采用AHP方法进行经济绩效、效率绩效、效益绩效的三维评价。结果表明:“十一五”至“十三五”期间,总绩效的历年评价值呈现前期显著波动、后期总体向好的“N”型反转变化趋势,表明农产品虚拟水贸易未引致赣江流域发生显著的水禀赋“资源诅咒”,偶发性的下降更多受宏观经济大环境拖累,但评价值整体不高表明优化潜力仍很大。经济绩效、效率绩效、效益绩效具有异质性特征,经济绩效评价值的起伏波动最大,效率绩效评价值增长相对稳定但总体偏低,效益绩效评价值波动幅度居中且在“十二五”至“十三五”期间稳健提高。 The thesis,taking Ganjiang River Basin among river basins in Jiangxi Province as an example and taking the method of AHP based on a hierarchical structure performance index system constructed by“3E”standard,studies the economic performance,efficient performance and effective performance in three dimensions“total-sub”post-evaluation.The results find that the total score of the performance of virtual water trade shows a significant fluctuation in the early stage and a continuous“N”reverse trend in the late stage during the period from the 11th five-year plan to the 13th five-year plan.The virtual water trade of agricultural products does not cause significant curse of water endowment resources in Ganjiang River Basin.The incidental decline is more affected by the macroeconomic environment,but the overall low score indicates that there is still great potential for optimization.After the separate evaluation of“3E”performance,it is concluded that economic performance’s score fluctuates the most,efficient performance’s score growth is relatively stable but low,the fluctuation range of effective performance’s score is in the middle and it is improved steadily during the period from the 12th five-year plan to the 13th five-year plan.
