摘要
针对安徽省水利信息化建设现状及存在的信息资源开发利用和共享程度不高,信息孤岛,现代化技术手段不强等问题,充分运用“互联网+”、云计算、大数据等新技术和新理念,推进安徽省水利信息化资源整合共享和开发利用,强化信息化技术与水利业务深度融合。根据水利部水利信息化顶层设计,按照“五统一”要求,采用松耦合的分层架构,开发建设安徽省水利信息化共享平台,初步实现水利数据资源统一管理、一数一源,基础设施集约建设、平台共用,地理业务信息有效融合、以图监管,核心应用信息集中展现、业务协同,信息安全优化健全、稳定可控,形成安徽水利“一个大数据中心、一张图、一个应用门户、一套安全防护体系”即“四个一”新局面,逐步实现安徽水利信息化建设“一盘棋”,为安徽省智慧水利建设构建核心应用平台。
This paper adopts new technologies concepts such as Internet Plus,Cloud Computing and Big Data to promote the integration,sharing,development and utilization of water conservancy information resources,strengthen the deep integration of information technology and water conservancy business,with regard to problems such as low development,utilization and sharing degree of information resources,information island and lack of modern technology,existing in water conservancy informatization construction in Anhui Province.According to the toplevel design of water conservancy informatization of the Ministry of Water Resources and the requirements of Five Unification,water conservancy informatization sharing platform of Anhui Province is developed and constructed by adopting loosely coupled hierarchical architecture,to initially realize unified management of water conservancy data resources and unique data source for each data,infrastructure intensive construction and platform sharing,effective integration of geographic information and map supervision,centralized display of core application information and business collaboration as well as optimized,sound,stable and controllable information security,thus,to gradually form a new situation of one big data center,one map,one application portal and one set of safety protection system of Anhui water conservancy,namely Four Ones,realize the One Chess Game of Anhui water conservancy informatization construction,and build the core application platform for intelligent water conservancy construction in Anhui Province.
