摘要
随着国家和社会越来越重视环境保护,环境影响评价工作的要求越来越高,工作内容越来越复杂,咨询收费也发生较大变化,在建设项目可研和初步设计阶段科学合理的计算环境影响评价费及验收费是合理确定投资的一项重要工作。文章首先对目前环境影响评价及验收费现状进行分析总结,为开展环境影响评价及验收费计算优化提供基础,然后依据国家现行的法律、法规和规范,对环境影响评价及验收工作的内容进行系统性的归纳和分类,在调研基础上,对环境影响评价及验收费的实际情况进行分析研究,对各项费用的支出进行系统性分析,提出比选方案,最后结合使用要求,推荐了适应新形势要求的建设项目的环境影响咨询的收费计算方法和费用标准建议,为完善可研和初步设计阶段环境影响评价及验收费计算提供依据。
As the country and society pay more and more attention to environmental protection,the requirements of environmental impact assessment are becoming higher and higher,and the content of work is becoming more and more complex.According to the current national laws,regulations,norms and through investigation,this study analyzes and studies the actual situation of the project,makes a systematic analysis on the expenditure of various expenses,puts forward the scheme of comparison and selection.Combined with the use requirements,the cost calculation method and standard of environmental impact consultation of construction projects is recommended to meet the requirements of the new situation.
