摘要
对非援助是中非合作的重要内容。历经70年发展,中国对非援助体系不断完善,援助成效日益显著。中国始终坚持不附带任何政治条件、尊重受援国自主发展的理念,得到了广大非洲国家的认同。基于China AidData及OECD Database从不同角度比较中国和OECD国家对非援助特点,结果表明:从援助规模看,当考虑援助国经济水平时,中国对非援助规模更大,且旨在完善受援国基础设施、提高其自主发展能力;从援助对象和援助部门看,中国对非援助以交通、能源、通信等部门为主,且援助主体呈多样化特征。随着中非合作不断深化,"一带一路"和人类命运共同体建设加快推进,中国需不断完善对非援助体系,致力改善不合理的国际援助体系,让国际援助更好服务发展中国家诉求。
Aid to Africa is the important part of China-Africa cooperation.Since nearly 70 years,China aid to Africa has been continuously improved,and the effect has been significantly remarkable.China has adhered to the proposition of aid without any political conditions and respect of the independent development of recipient countries.The Chinese statement has been recognized by the majority of African countries.Using China Aiddata database and OECD Aiddata database,this paper compares the characteristics of China Aid and OECD Aid to Africa,from the perspectives of aid scale,aid target and aid sectors related.The results show that,from the perspective of aid scale,considering the economic development level of donor countries,the scale of China aid to Africa is larger,which aims to improve the infrastructure construction of recipient countries and their self-development ability.From the perspective of aid objects and aid departments,the departments of China Aid to Africa are mainly involving transportation,energy,communication and so on,with the aid subjects diversified and abundant.At present,the construction of"Belt and Road"and a Community of Shared Future for Mankind are accelerating,while China needs to improve the aid efficient and effectiveness to Africa,so as to improve the unreasonable international aid system.To make the voice of developing countries heard worldwide,and to make international assistance better served the needs of developing countries,all of which are crucial to build the coordinated development around the world.
