科技创新对海洋经济发展空间效应的测度——基于多种权重矩阵的实证 被引量:15

Spatial Effect Measurement of Scientific and Technological Innovation on Marine Economic Development:Empirical Study Based on Multiple Weight Matrix

摘要 构建三投入两产出的效率测度模型,运用三阶段数据包络分析(DEA)方法对中国沿海11省份2008-2017年的海洋科技创新效率进行测算;同时借助4个矩阵3个空间模型揭示其空间效应。结果表明:各省份海洋科技创新综合效率值总体不高且存在波动,其中海洋强省和经济大省表现出较为显著的优势,而剔除环境变量和随机因素干扰,各省份海洋科技创新纯技术效率值较高,达到或接近于DEA效率有效,但规模效率值较低且严重影响到综合效率,提升空间很大;海洋科技创新效率对本地区海洋经济发展有显著的推动作用,对相邻地区虽有影响但提升幅度不大,其中资金投入、海洋产业结构水平和海洋高等教育等对海洋经济发展存在正向影响,而海洋资源水平表现为负向影响;此外,海洋经济及其发展要素存在着地理空间、经济空间上的相互联系,其中地理距离上的相互影响大于经济距离。 Based on the three-input and two-output efficiency measurement model, this paper uses the threestage data envelopment analysis(DEA) method to measure the efficiency of marine scientific and technological innovation(sci-tec innovation) in 11 coastal provinces of China from 2008 to 2017, and at the same time, the paper reveals the spatial effects by four matrices and three spatial models. The results show that: the comprehensive efficiency value of marine sci-tec innovation in each province is not high and fluctuates, among which the strong marine provinces and the large economic provinces show more remarkable advantages, however, excluding the interference of environmental variables and random factors, the pure technical efficiency of marine sci-tec innovation in each province is higher, which is effective to achieve or close to the DEA efficiency, but the scale efficiency value is low and seriously affects the comprehensive efficiency, and the promotion space is very large;the efficiency of marine sci-tec innovation has a significant effect on the development of marine economy in the region, although it has an impact on the adjacent areas, but the improvement is not significant, among which the investment of funds, the level of marine industrial structure and marine higher education have a positive impact on the development of marine economy, while the level of marine resources has a negative impact;in addition, the marine economy and its development elements are related to each other in geographical space and economic space, in which the interaction geographical distance is greater than that of economic distance.
