摘要
党组制度是确保党始终成为中国特色社会主义事业坚强领导核心的重要制度安排。中国共产党成立以来,党组制度的建立和健全经历了四个历史阶段,即探索初建阶段、全面建立转向逐步取消阶段、恢复到强化的调适阶段以及制度运行体系化阶段。党组制度形成发展的实践经验主要是:强调党委的领导地位、强化党组对非党组织的领导、注重理顺党组之间的组织关系、重视党组发挥领导作用与其他组织依法依规履职相统一。规范党组制度运行,充分发挥党组领导作用,需要从完善党组工作领域党内法规、规范党组规范性文件备案审查程序、厘清党组与相关主体职权边界、完善党组接受监督的体制机制等方面着手。
The party group system is an important institutional arrangement to ensure that the Party has always been the core of strong leadership in the cause of socialism with Chinese characteristics.Since the founding of the Communist Party of China,the establishment and improvement of the Party group system has gone through four historical stages,namely,the initial stage of exploration,the stage of comprehensive establishment turning to gradual elimination,the stage of restoration to the strengthened adjustment,and the stage of systematization of system operation.The practical experience of the formation and development of the Party group system mainly includes:emphasizing the leading position of the Party committee,strengthening the leadership of the Party group over non Party organizations,paying attention to straightening out the organizational relationship between the Party groups,paying attention to the unity of the leading role of the Party group and other organizations performing their duties according to law.To standardize the operation of the Party group system and give full play to the leading role of the Party group,we need to improve the Party regulations in the work field of the Party group,standardize the filing and review procedures of the normative documents of the Party group,clarify the authority boundary between the Party group and the relevant subjects,and improve the system and mechanism for the Party group to accept supervision.
