我国区域物流资源配置水平的非均衡态势及其时空演进 被引量:9

Non-equilibrium Situation and Its Time-space Evolution of Regional Logistics Resource Allocation in China

摘要 为了研究中国物流资源配置水平的区域差异及其在时间和空间上的演变过程,从物流资源投入、产出和影响要素3大指标出发构建了物流资源配置水平评价体系。采用了熵权TOPSIS、Dagum基尼系数及其分解、Kernel核密度估计、Markov链及Moran,s I指数等实证方法。分析了2003年—2017年我国31省市物流资源配置水平的分布特征与演进路径,对我国东中西3大地区物流资源配置水平的绝对差异和相对差异变化做了深入研究和对比分析。结果表明:我国区域物流资源配置水平呈现东部最优、中部次之、西部最差的阶梯式发展局面,区域间非均衡发展态势明显且没有得到相应改善,省际之间物流资源配置水平的差异有进一步扩大趋势。我国整体物流资源配置水平的相对差异在缩小,但绝对差异变化不大,研究期内,3大地区除西部地区的相对差异有些微缩小外,其他地区的相对差异和绝对差异都呈现扩张之势,地区内部物流资源配置水平的“马太效应”明显,地区间的差异主要来源于超变密度。我国区域物流资源配置水平在时序演进和空间演进上都存在明显的路径依赖。为提升物流资源配置水平,协调区域发展,应从加强资金支持,提升从业人员待遇、发挥地区优势,完善监管体系及设立高水平示范点,构建跨区域对口合作机制。 In order to study the regional differences of China's logistics resource allocation level and its evolution in time and space,a logistics resource allocation level evaluation system is constructed from the indicators of logistics resource input,output and influencing factors by using the empirical methods such as entropy weight TOPSIS,Dagum Gini coefficient and its decomposition,Kernel density estimation,Markov chain and Moran's I index.The distribution characteristics and evolution path of the logistics resource allocation level in 31 provinces and cities of China from 2003 to 2017 are analyzed.The in-depth research and comparative analysis on the absolute and relative differences in the logistics resource allocation level in 3 major regions of China(east,middle and west)are conducted.The result shows that(1)The level of regional logistics resource allocation in China presents a stepped development situation with the best in the east,second in the middle,and worst in the west.The unbalanced development trend among regions is obvious and has not been improved correspondingly,and the difference of logistics resource allocation level between provinces is further expanding.(2)The relative difference in the overall logistics resource allocation level in China is shrinking,but the absolute difference has not changed much.During the study period,with the exception of the relative differences in the western region of the 3 major regions,the relative differences and absolute differences in other regions have shown an expanding trend.(3)The regional logistics resource allocation level in China has obvious path dependence in both temporal and spatial evolutions.In order to improve the logistics resource allocation level and coordinate regional development,we should strengthen financial support,improve the treatment of employees,give full play to regional advantages,improve the regulatory system and set up high-level demonstration sites to build cross-regional counterpart cooperation mechanism.
