摘要
目前,中国倡导多元主体与多元服务的社会养老服务政策不断推进,但社会养老服务的发展却始终面临供需不对应的现实困境。从制度变迁的视角来看,这一困境是由其发展过程中制度内部结构失衡所致。正式制度变迁虽易于实现,但非正式制度的演进具有时滞性且更为深刻地约束个体的行为选择。因此,对当前社会养老服务发展困境的超越,在于建立能够有效形塑社会养老服务非正式制度的正式制度安排,制定养老文化领域相关政策,构建并倡导社会养老的新型养老价值理念。同时,完善社会养老服务的激励与福利政策,促使服务主体有效供给具有家庭亲情属性的社会养老服务,并立足于感性服务推动构建社会养老服务新理念。
At present,China’s social pension service policy of advocating multiple subjects and multiple services is constantly advancing,but the development of social pension service is always faced with the realistic dilemma that supply and demand do not correspond.Therefore,the breakthrough of the current social pension service development dilemma lies in the establishment of formal institutional arrangements that can effectively shape the informal system of social pension service,the formulation of relevant policies in the field of pension culture,and the construction and advocacy of new pension value concept of social pension.At the same time,we should improve the incentive and welfare policies of social pension service,promote the service subject to effectively provide social pension service with family affection,and the construction of new concept of social pension service based on perceptual service.
