摘要
国际教育研究越来越多地指出教师对于高质量教育系统所发挥的重要作用。PISA研究报告涵盖了与"吸引,招募,培养和留住高质量教师"相关的教师政策分析,注重教师专业发展、重视地区师资配置、强化教师考核评估成为PISA高绩效国家教师政策的共同特征。在我国当下的教育改革发展过程中,为了破解由于教育矛盾转变、区域教师质量不均导致的教师资源短缺、教师素质参差不齐、教师资源配置不均衡等难题,我们需要借鉴PISA高绩效国家的经验,在规范教师编制管理、稳定优质教师来源,严格教师资格制度、保证教师培养质量,优化区域教师资源配置机制、提升薄弱地区教师质量,从而深化教师管理与政策变革,全面提升教师队伍素质,促进教师队伍建设与发展。
International education research increasingly points to teachers play an important role in high-quality education systems.The PISA report on teacher policies covers related to"attracting,recruiting,training and retaining high-quality teachers",and the teacher professional development,regional teacher allocation,and strengthening teacher assessment have become the common features of the teacher policies of the PISA’s high-performance countries.In the process of China’s current education reform and development,in order to solve the problems of shortage of teacher resources,uneven quality of teachers and unbalanced allocation of teacher resources caused by the change of educational contradictions and uneven quality of regional teachers,we need to learn from the experience of Pisa high-performance countries,standardize the management of teacher establishment,stabilize the source of high-quality teachers,strictly enforce the teacher qualification system and ensure the quality of teachers,optimize the allocation mechanism of regional teacher resources and improve the quality of teachers in weak areas,so as to deepen the reform of teacher management and policy,comprehensively improve the quality of teachers,and promote the construction and development of teachers.
