摘要
亚投行从倡议发起至今一直备受关注。多边开发体系的排他性是亚投行建立的一个重要的制度因素,而中国在基础设施领域的实践自信为发起亚投行奠定了基础。原有的多边开发体系在权力结构以及规范上排他性较强,无法反映新兴经济体的利益与需求,因此中国发起亚投行对原有体系进行改革与完善。为了汇聚发展中国家以及发达国家的利益,在设计上,亚投行遵循主流制度与规范,并且与主导国家以及主流制度建立了伙伴关系,增强了亚投行的国际合法性。在此基础上,亚投行将主要职能领域聚焦于发展中国家真正需要的、原有制度贡献不足的基础设施领域,在贷款融资条件与组织机制上体现出一定创新,为发展中国家发展当地基础设施、提升当地经济水平提供了更切合其利益需求的新选项。亚投行实施的项目切实改善了当地的基础设施状况,对多边开发体系起到了一定的改革与完善作用。
This article explores the origin,design and unique features of the AIIB which has attracted much attention since its inception.It argues that the exclusivity of the multilateral development system is an important institutional factor for the establishment of the AIIB,and the confidence China has in infrastructure construction also laid the foundation for its initiation.The original multilateral development system was relatively exclusive in terms of the power structure and norms,and could not accommodate the interests and needs of the emerging economies.Therefore,China initiated the AIIB to reform and improve the original system.In order to bring together both the developing and the developed countries,the AIIB follows the mainstream practices and norms in its institutional design,and establishes partnerships with leading countries and leading institutions,which enhances the bank’s international legitimacy.It focuses mainly on the infrastructure construction,something that the developing countries really need and that the original system has not been able to adequately satisfy.With its innovations in financing conditions and organizational mechanism,the AIIB better caters to the need of the developing countries by providing new options for them to develop their infrastructure and improve their economy.The projects implemented by the bank have effectively improved the local infrastructure and played a certain role in the reform and improvement of the multilateral development system.
