教育扶贫政策执行效果评估的混合式研究——以J县“乡村教师支持计划”为例 被引量:6

A Mixed-method Study on the Evaluation of the Implementation Effect of Poverty Alleviation Policies in Education——A Case Study of the Supporting Plan for Rural Teachers in J County

摘要 实施乡村教师支持计划是加强乡村教师队伍建设的重要举措,是我国教育扶贫政策的重要组成部分。教育扶贫重在精准,客观全面评估教育扶贫政策成效,是促进教育精准扶贫、实现精准脱贫的重要环节。采用以案例为导向的混合研究范式,选择J县作为研究取样的个案,从“下得去”“留得住”“教得好”三个方面评估“乡村教师支持计划”政策的执行效果。J县实施“乡村教师支持计划”的政策效果较好,改善了该县乡村教师队伍建设的困境,政策总体满意度尚可,在一定程度上满足了政策目标群体的诉求。但同时该政策在执行过程中仍面临着乡村教师数量不足、经费支持不够、政策倾斜力度不强等部分有待解决的难题,政策目标尚未完全达成。进一步提升政策实施效果,需要继续完善乡村教师补充机制,优化乡村教师队伍建设的财政投入结构,精准施策促进乡村教师专业发展。 The implementation of the Supporting Plan for Rural Teachers is an important way to strengthen the construction of rural teachers and an important part of the poverty alleviation policy of education in our country.Educational poverty alleviation focuses on precision.An objective and comprehensive evaluation of the effectiveness of educational poverty alleviation policies is an important part of promoting accurate poverty alleviation through education and achieving accurate poverty alleviation.This study adopts a case-oriented mixed research paradigm,and selects J County as a case study to evaluate the implementation effect of the Supporting Plan for Rural Teachers in the county from the aspects of the supplement of rural teachers,the stability of rural teachers and the education and teaching ability of rural teachers.The study found that the policy effect of implementing the Supporting Plan for Rural Teachers in J County is good,and it improves the predicament of the construction of rural teachers in this county.The overall policy satisfaction of rural teachers in the county is not bad,to a certain extent,to meet the needs of the policy target groups.From a macro point of view,the policy has promoted the improvement of the quality of rural teacher education and teaching,promoted the integrated development of urban and rural education,and is conducive to the steady development of education in our country in the direction of more fairness and quality.But at the same time,in the process of implementing the policy,there are still some problems to be solved,such as insufficient number of rural teachers,insufficient investment in education funds,weak policy tilt and so on,and the policy objectives have not been fully achieved.To further improve the effectiveness of policy implementation,we need to continue to improve the supplementary mechanism of rural teachers,optimize the financial investment structure of the construction of rural teachers,and implement policies to promote the professional development of rural teachers accurately.
