摘要
随着我国全面推进建设具有中国特色国际领先的能源互联网企业及开展绿色小水电创建工作,已建小水电自身缺陷逐渐显现,需要对其进行绿色智能化改造以促进我国能源互联网建设。为协助规划部门筛选出适宜改造的小水电,文章提出小水电绿色智能化规划改造评价体系。首先,从电站经济、生态环境、技术安全管理、社会效益4个维度构建了小水电绿色智能化规划改造评价指标体系。其次,引入直觉不确定语言数、Choquet积分、2-可加模糊测度等概念,运用直觉不确定语言的Choquet加权算术平均算子(intuitionistic uncertain linguistic choquet weighted averaging operator,IULCWA)计算各评价对象的综合期望值。最后,通过综合期望值确定小水电绿色智能化规划改造可行性及改造优先级顺序。仿真分析表明,所构建的评价体系能客观合理地反映评价对象实际现状,可作为今后小水电绿色智能化规划改造的决策依据。
With the comprehensively promoted construction of the internationally leading energy Internet enterprise with Chinese characteristics and the green small hydropower establishment, the defects of the existing small hydropower stations are gradually emerging, and it is necessary to carry out green intelligent reconstruction of these small hydropowers to promote the construction of energy internet in China. This study focuses on building a green intelligent planning and reconstructing evaluation system, assisting the planning departments to filtrate the small hydropower stations suitable to be reconstructed reasonably. First of all, an evaluative index system is established from the four dimensions of power plant economy, ecological environment, technical safety management and social benefits. Secondly, Three concepts—intuitionistic uncertain linguistic numbers, Choquet integral and 2-order additive fuzzy measures—are introduced. The Intuitionistic Uncertain Linguistic Choquet Weighted Averaging Operator(IULCWA) is used to calculate the comprehensive expected value of each objective. Finally, the feasibility and priority ranking of the green intelligent planning and reconstruction of small hydropowers are determined with the comprehensive expected value. The simulation analysis shows the evaluation system proposed here can reflect the actual situations of our objectives properly and will be a gist of small hydropower transformation.
