摘要
全球价值链(GVC)的发展使各国联系紧密,而新冠肺炎疫情的暴发使逆全球化趋势加剧。中国面临保持经济稳定增长、提升GVC地位的挑战。以新冠肺炎疫情对GVC的冲击为切入点,结合“十四五”时期构建“双循环”新发展格局的目标,基于数据分析与文献综述,分析疫情对GVC的影响,为政企应对逆全球化提出政策建议。研究结果显示,疫情阻碍中国在GVC中地位的提升,推动GVC重新布局。为此,中国应优化企业战略应对、加快产业结构转型升级,构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,以各国协同抗疫为契机构建中国主导的区域价值链。
The development of global value chain(GVC)has increasingly linked the world together.However,the outbreak of the COVID-19 has aggravated the trend of de-globalization.How to maintain stable economic growth and improve status in the GVC is the main challenge of China.Based on the COVID-19 shock on GVC,combining the goal of constructing the new development pattern of“dual circulation”during the 14th five-year plan period,this article analyzed the impact of COVID-19 on GVC by the method of data analysis and literature review.Then the authors made policy recommendations for governments and enterprises to cope with the de-globalization.It was found that the COVID-19 had adverse effects on the upgrading of China's status in GVC and promoting the reorganization of GVC.China needs to optimize the strategic response of enterprises,and accelerate the transformation and upgrading of industrial structures.And it is necessary to boost the new development pattern of“dual circulation”and accelerate the construction of a Chinese-led regional value chain by taking the opportunity of the global concerted fight against the COVID-19.
