摘要
国土空间规划体系的建立为推进区域协调提供了重要契机,包括赋予区域协调全新的价值观,强化省级国土空间规划区域协调职能,明确跨行政区域的专项规划等。在国土空间规划体系的背景下,广州应坚持生态文明新时代的新要求,强化作为粤港澳大湾区核心城市的责任担当,从以下几个方面探索区域协调规划编制的新思路:充分与省级国土空间规划对接,传导落实省的区域协调目标,同时反馈市级诉求;编制广州都市圈国土空间规划,通过划分战略规划层次和近期实施层次并提出相应的规划协调内容,实现区域协调长期目标和近期目标的有机结合;通过跨界合作单元,将都市圈国土空间规划的协调目标与详细规划对接,转化为地方可实施的规划行动。
The establishment of territorial planning system provides an important opportunity to promote regional coordination,such as giving new values to regional coordination,strengthening the regional coordination of provincial territorial planning,and clarifying the special planning across administrative regions.In this new context,Guangzhou should adhere to the new requirements of the new era of ecological civilization,strengthen its responsibility as a core city of the Greater Bay Area,and explore new ideas for regional coordination planning from the following aspects:fully connecting with provincial territorial planning,conducting and implementing provincial goals for regional coordination,and giving feedback of municipal demands;preparing territorial planning of metropolitan area of Guangzhou,dividing the strategic planning level and the near-term implementation level and proposing corresponding planning coordination to achieve the organic integration of the long-term and near-term goals of regional coordination in Guangzhou metropolitan area;connecting the coordination goals of the metropolitan area with the detailed planning,and transforming into implementable plans through cross-border cooperation units.
