摘要
推进自由贸易试验区建设是新形势下党中央、国务院做出的重大战略举措。在分析当前面临的国际背景基础上,对中国自由贸易试验区发展脉络及总体态势进行了详细梳理,总结了中国自由贸易试验区发展成效,包括推动更高水平开放型经济新体制构建,促进外资外贸增长和推动营商环境改善,对国内改革形成倒逼机制,推动政府职能向服务化转变,以及发挥区域“增长极”效应等。但中国自由贸易试验区高质量发展还面临着诸多问题,包括顶层设计不足致使管理机制不畅,高价值制度创新缺失,重大开放风险压力测试不足,以及对接国际经贸规则发展前沿存在差距等。为推进中国自由贸易试验区高质量发展,应进一步完善顶层设计,畅通管理机制;加大放权力度,构建容错纠错机制,鼓励自贸试验区大胆探索制度创新和进行压力测试;积极对接国际经贸新规则,校准“边境后”管理体制。
Promoting the construction of pilot free trade zone is a major strategic measure made by the CPC Central Committee and the State Council under the new situation.Based on the analysis of the current international background,this paper combs the development evolution and overall trend of China's pilot free trade zone in details,and summarizes the development effectiveness of China's pilot free trade zone,including promoting the construction of a new system of higher level open economy,promoting the growth of foreign investment and foreign trade,promoting the improvement of business environment,forming an anti-driving mechanism for domestic reform,promoting the service-oriented transformation of government function,playing a very important role of regional“growth pole”,etc.However,there are still many problems in the high-quality development faced by China's pilot free trade zone,including poor management mechanism caused by the insufficient top-level design,a lack of high-value institutional innovation,a lack of stress test for major risks in openness,and the gap to be in line with the frontier international economic and trade rules.In order to push forward the high-quality development of China's pilot free trade zone,we should improve further the top-level design to smooth the management mechanism,increase the decentralization and build the mechanism of fault tolerance and error correction to encourage the free trade zone to explore bravely the institutional innovation and do the stress test,and align with the new international rules actively to calibrate the“post border”management system.
