摘要
刚性治理是我国城市政府应对突发公共事件的主要技术逻辑,在历次危机治理与政府体制的动态调整中,这种刚性逻辑趋向强化,造成公共危机治理体制与复杂性危机治理需求之间的失衡风险,并凸显出我国危机治理体系碎片化、机制常态化、手段单一化等刚性特征,深刻反映了我国公共危机的复杂性特征与治理的棘手性。韧性治理是对我国公共危机刚性治理限度的超越,是提升我国城市重大突发公共事件治理效能的可行路径。可以从制度、组织、技术三个层面构建公共危机韧性治理的实现路径和治理策略。制度韧性是公共危机治理的制度体系,体现的是以政府与其他利益相关主体所组成的协作治理系统所具备的稳定力、恢复力和适应力;组织韧性是政府等组织实体在结构与行动两个维度的韧性,表征为可靠性和弹性在结构和行动中互相结合;技术韧性是刚性技术与弹性技术的有机统一和紧密耦合,是组织韧性的具体实现方式,也是与制度和组织适配的危机治理“抓手”。统筹发展与安全需要韧性治理机制的设计与实现,不仅关乎我国城市治理危机治理绩效,更是走向安全韧性城市的必由之路。
Rigid governance is the major technical logic applied by our urban government in response to public emergencies.In the dynamic adjustment of the previous crisis governance and government system,this rigid logic tends to be strengthened,making unbalanced risks between the governance system of public crisis and governance demands of complex crisis and highlighting some rigid features that the system of our country’s crisis governance has,such as the fragmentation,normalization of mechanisms,and simplification of means,which reflects profoundly the complexity of our country’s public crisis and the intractability for governance.Resilient governance transcends the rigid governance of our country’s public crisis,and it is a feasible way to improve the governance efficiency of major public emergencies in cities of our country.The realizing path and governance strategies of the resilient governance of public crisis can be constructed through institutional,organizational and technical levels.Institutional resilience is the institutional system of the governance of public crisis,which shows the stability,resilience,and adaptability of the collaborative governance system made up of the government and other stakeholders.Organizational resilience is the resilience in structure and action of the government and other organizational entities,which is reflected in the integration of reliability and flexibility in structure and action.Technical resilience is the organic unification and close coupling of rigid techniques and flexible techniques,which is a specific way to realize organizational resilience,and an important method of crisis governance that adapts to institutions and organizations.Coordinated development and safety requires the design and implementation of resilient governance mechanism,which is not only related to the effectiveness of our country’s urban governance crisis but also the only way to safe and resilient cities.
