机构改革背景下我国乳制品安全规制效果的实证分析被引量：2

Empirical analysis on the effect of China’s dairy safety regulations under the background of institutional reform

摘要自1998年首次独立设置国家药品监督管理局到2018年组建国家市场监督管理总局之间的5次机构改革使得我国乳制品安全规制机构的权力更集中,更有利于我国乳业的监管。在此背景下,本研究采用VAR模型对乳制品安全规制效果进行实证检验,并进行了脉冲响应分析和方差分解分析。结果表明:我国乳制品安全规制体系内部存在长期的稳定关系;规制机构的历次改革对乳制品安全规制效果起到明显的提升作用;滞后期的政策法规对乳制品安全规制效果的影响最大且具有正向而长期稳定的影响;乳制品企业数量在短期内对乳制品安全规制效果具有负向影响,但在长期内具有正向影响。因此,建议提高规制机构集中程度,加强政府自我规制;完善规制工具,创新乳制品安全规制手段;激励规制对象,保障乳制品安全供给。 Since the first independent establishment of the National Medical Products Administration in 1998 and the establishment of the State Administration of Market regulation in 2018,the five institutional reforms have been made the power of China’s dairy product safety regulatory agencies more concentrated and more conducive to the supervision of the dairy industry.Under this background,the author used VAR model to conduct empirical test on the effect of dairy safety regulations,and conducted impulse response analysis and variance decomposition analysis.The results showed that there was a long-term stable relationship within the dairy safety regulatory system.The previous reforms of regulatory a-gencies had significantly improved the effect of dairy safety regulation.Late-stage policies and regulations had the greatest impact on dairy safety regulation and had a positive and long-term stability impact.The number of dairy companies had a negative impact on the effect of dairy product safety regulation in the short term,but it had a positive role in the long term.Finally,it put forward suggestions to improve the concentration of regulatory agencies and strengthen the government’s self-regulation;improve regulatory tools and innovate dairy product safety regulatory meth-ods;encourage regulatory objects to ensure the safe supply of dairy products.
