摘要
农业保险保费补贴能够激励农民投保,使农民获得风险保障,从而达到避免因灾返贫的目的。通过保费补贴的产出弹性,探析保费补贴的最优效率。基于2008-2018年全国省级面板数据,构建实证模型测度保费补贴对吸引农民参保的影响,分析保费补贴对保障水平发展的影响。利用保费补贴对农业产出的弹性系数,探析保费补贴抑制农民因灾返贫的最优效率。实证研究表明,保费补贴对吸引农民参保和提升农业保险保障水平的影响较为显著,政府农业支出对保费补贴效用的发挥影响力较大,对其的边际倾向为0.022%;保费补贴的产出弹性为0.083,在其他条件不变的情况下,保费补贴每增加1%,农业产出平均增加0.083%,农业保险保费补贴抑制因灾返贫达到最优效率。
Agricultural insurance premium subsidy can stimulate farmers to insure and obtain risk protection,so as to achieve the purpose of avoiding returning to poverty due to disasters. The paper explores the optimal efficiency of insurance premium subsidy through the output elasticity of insurance premium subsidy. Based on the national provincial panel data from 2008 to 2018,this paper constructs an empirical model to measure the impact of premium subsidies on attracting farmers to participate in insurance,and analyzes the impact of premium subsidies on the development of security level. With the elasticity coefficient of premium subsidy to agricultural output,this paper analyzes the optimal efficiency of premium subsidy to restrain farmers from poverty due to disasters. The empirical study shows that premium subsidy has a significant effect on attracting farmers to participate in insurance and improving the level of agricultural insurance protection,and the government’s agricultural expenditure has a great impact on the utility of premium subsidy with a marginal tendency of 0.022%. The output elasticity of the premium subsidy is 0.083. When other conditions remain unchanged,the agricultural output increases by an average of 0.083% for every 1% increase in the premium subsidy. The agricultural insurance premium subsidy restrains poverty alleviation due to disasters and achieves the optimal efficiency.
