兼顾公益性的城际公共交通运营补贴测算方法 被引量:2

摘要 近年来,城市群地区飞速发展,高频率的城际公共交通成为满足居民出行的重要方式,各城市如何对其进行补贴以弥补低票价运营带来的亏损是一个值得研究的重要课题。从城市社会经济发展水平角度研究了城市群地区城际公共交通运营补贴方法,选取运营类指标、社会类指标、公共交通外部性效益类指标3类指标,构建城际公共交通运营补贴分担比例影响因素评价模型,提出一种兼顾公益性的城际公共交通运营补贴分担比例测算方法。通过实例分析,验证该方法的合理性与可实施性,为城市群地区城际公共交通补贴责任划分提供新思路。 In recent years,urban agglomeration areas have developed rapidly,and high-frequency intercity public transportation has become an important way to meet residents'travel needs.It is an important subject for the city how to subsidize it to make up for the loss caused by low fare operation.In this paper the subsidy methods of intercity public transportation in urban agglomerations are studied from the perspective of urban socio-economic development.The three types of indicators including operation indicators,social indicators,and public transport externality benefit indicators are selected,and an evaluation model for the factors affecting the share ratio of subsidy for intercity public transportation in urban agglomerations is built,and a method for calculating the share ratio of subsidies for intercity public transportation is proposed,which takes into account public welfare.Through case analysis,the rationality and implementability of the method are verified,and a new idea is provided for the responsibility division of intercity public transportation subsidy in urban agglomeration areas.
