摘要
在全面建成小康社会的背景下,为试图清楚回答社会救助要兜住的"底",以及如何兜住底等问题,将社会救助制度置于中国特色社会主义实践进程、国家治理体系发展、复杂的治理情境,以及国家治理体系回应与契合经济社会发展规律的历史因应中,对中国改革开放以来的社会救助兜底保障实践进行学理阐释和理论凝练,系统阐释社会救助兜底保障中的"底"的形塑与定位分析框架,探索社会救助如何"兜住底"的制度结构、内在机理与运行逻辑。在复杂的国家与社会治理情境中,社会救助保障"底线"的制定需要跳出同时期其他国家制度实践及其形成的思想潮流的禁锢,对社会救助制度做出符合中国国家发展需要的前瞻性制度设计的伏笔,增强社会救助制度与国家治理体系发展的适恰性,减少制度转型成本。
In an attempt to clearly answer the questions of the"bottom"of social assistance to cover and how to cover the bottom under the background of completing the building of a moderately prosperous society in all respects,we interpret and summarize the theory of the practice of bottom covered security of social assistance since China’s reform and opening up,and systematically interpret the"bottom"shaped in the bottom covered security of social assistance and locate analytical framework,and explore the institutional structure,internal mechanism and operating logic of how social assistance can"cover the bottom"by putting the social assistance system in the practice process of socialism with Chinese characteristics,in the development of state governance system,in the complex governance situation and in which governance system responses and corresponds with the historical responses of the law of economic and social development.In the complex situation of state governance and social governance,the formulation of the"bottom line"of social assistance security need to break out of the imprisonment of the practice of other countries’systems at the same period and the ideological trends that have been formed,and make a foreshadowing of forward-looking system design for the social assistance system which in line with China’s development,and enhance the suitability of the development of social assistance system and state governance system,and reduce the cost of system transformation.
