摘要
目的通过探讨长春市民营医院分布、规模和医疗服务状况以及发展实践与困境,提出相关对策,优化民营医院发展路径,为医院管理者与投资者提供参考依据。方法通过问卷、访谈、现场调查、对比分析等方式对2009—2011年长春市民营医院发展实践与困境进行统计分析。结果长春市民营医院138所,占长春市医院的54.37%,专业技术人员7126人,实有床位12828张,三年平均病床使用率39.32%,三年总诊疗人次数349.11万人次、入院人数30.46万人次。长春市民营医院发展的制约因素主要是地方经济发展水平较低、医院能力价值不足与人才匮乏。结论长春市民营医院发展应结合区域民营医院发展特点,从供给侧发力,通过助力分级诊疗和健康扶贫等重大问题,加大人才队伍建设,建立透明的监管体系和退出机制等措施,促进民营医院医疗卫生资源的合理布局,充分认识制约民营医院发展的影响因素,采取相应措施积极引导其健康发展。
Objective By discussing the distribution,scale and medical service status of Changchun private hospitals,as well as development practices and difficulties,propose relevant countermeasures,optimize the development path of private hospitals,and provide reference for hospital managers and investors.Methods Through questionnaires,interviews,on-site investigations,comparative analysis,etc.,a statistical analysis of the development practices and predicaments of Changchun private hospitals from 2009 to 2011.Results There were 138 private hospitals in Changchun,accounting for 54.37%of the hospitals in Changchun City.There were 7126 professional and technical personnel,and there were 12828 beds.The three-year average hospital bed utilization rate was 39.32%,and the total number of consultations and treatments in the three years was 3491100,and the number of hospital admissions was 304600.The main factors restricting the development of private hospitals in Changchun are the low level of local economic development,insufficient value of hospital capacity and lack of talents.Conclusion The development of private hospitals in Changchun should be combined with the development characteristics of regional private hospitals,from the supply side,and promote through measures such as assisting major issues such as hierarchical diagnosis and treatment and health poverty alleviation,increasing the building of talent teams,establishing a transparent supervision system and exit mechanism,etc.The rational distribution of medical and health resources of private hospitals,fully understand the influencing factors restricting the development of private hospitals,and take corresponding measures to actively guide their healthy development.
