摘要
气象防灾减灾是气象工作的重中之重,以社区为组织单元开展防灾减灾工作是其重要环节.由于防灾减灾的复杂性,人们的认知存在模糊性.提出了基于概率语言集的PROMETHEE方法对该问题进行研究,基于百度防灾减灾问卷调查数据,通过概率语言集对问卷调查结果进行集结,通过PROMETHEE方法进行以区域为单位的防灾减灾社区与志愿实证研究.结果显示:华东、西北等地区防灾减灾社区与志愿服务的意愿更高.通过与平均法对比,提出的方法可以对信息进行精确刻画,避免了信息丢失,能够精确地对比出不同地区之间的差异,提高了决策的准确性.
Meteorological disaster prevention and mitigation is the top priority of meteorological work.It is important to carry out disaster prevention and mitigation work in the community.People’s cognition is ambiguous because the problem involving meteorological disaster prevention and mitigation is complex.An approach based on probabilistic linguistic term sets and PROMETHEE is integrated to solve the problem.Based on the Baidu’s disaster prevention and mitigation questionnaire data,and the data of the questionnaire are assembled through the probabilistic language sets.By the PROMETHEE method,empirical studies are implemented to learn about disaster prevention and mitigation in community and volunteering divided by regions.The results have shown that communities in East and Northwest have higher willingness to join into volunteer services.Compared with the averaging method,the proposed method can describe the information more accurately and avoid the loss of information.It can also compare the differences between different regions and propose the accuracy of the decision.
