摘要
随着我国海外利益规模日益庞大,总体安全形势面临严峻挑战,现有海外利益安全保障机制存在领事与军事保护困境、市场化手段与国际合作不足等问题,建议从强化治理能力、优化制度设计、激活市场力量、融入国际机制等国家战略层面着力,构建全球海外利益安全保障能力体系,尤需通过深度参与国际安全合作,提出全球治理的“中国方案”,力争建立新型国际安全秩序,以此获取更为长远的国家利益。
With the growing scale of China’s overseas interests,the security situation is facing tough challenges.There are some problems with the existing overseas interests security mechanism,such as insufficient consular and military protection means,limited market means and international cooperation.We should strengthen the governance capacity,optimize the system design,activate market means,integrate into the international mechanism and other national strategic levels to build a global overseas interests security capability system.In particular,we need to participate in international security cooperation deeply,propose a“China Solution”to global governance,and strive to establish a new international security order,so as to obtain more long-term national interests.
