摘要
为提升预算管理水平,提高预算资金使用效益,优化公共资源配置,提高公共产品的服务质量,财政部出台了《绩效评价工作考核暂行管理办法》和《预算绩效评价共性指标体系》,推动了行政事业单位预算绩效工作的开展。论文阐述了预算绩效评价的必要性和发展的现状,提出了行政事业单位预算绩效评价存在的一些问题,并针对这些问题,提出了几点建设性的意见。
In order to improve the budget management level,improve the use efficiency of budget funds,optimize the allocation of public resources and improve the service quality of public goods,the Ministry of Finance issued the"Interim Measures for the Administration of Performance Appraisal"and"Common Index System of Budget Performance Evaluation",which promoted the development of budget performance work in administrative institutions.This paper expounds the necessity and development status of budget performance evaluation,puts forward some problems existing in budget performance evaluation of administrative institutions,and puts forward some constructive suggestions for these problems.
