摘要
为了预防交通运输行业的安全生产事故,通过构建行业风险评估指标及风险分级标准、区域风险贡献模型与行业风险贡献模型,研究行业的风险特征与管控重点。通过对“双控”体系的创新建设,从政府监管、企业落实、第三方技术支撑、三方协作等方面进行深入分析与应用研究,实现了安全生产风险的实时管控、动态预警与隐患排查的闭环治理、及时清零。同时,“双控”体系在A市进行了示范应用,促进了该市交通运输行业安全生产工作水平实现较大提升;结合A市的应用情况提出全国交通运输行业“双控”体系建设的对策建议。
In order to prevent safety accidents on site in the transportation,the risk characteristics and key points of risk control were studied by establishing industry risk assessment indicators,risk grading standards,regional risk contribution model and industry risk contribution model.Through the innovative construction of the"double-prevention"system,in-depth analysis and application research were conducted from the aspects of government supervision,enterprise implementation,third-party technical support and tripartite cooperation,etc.The real-time control of production safety risk,the closed-loop control of dynamic early warning and hidden trouble elimination,and the timely zero clearance were realized.At the same time,the"double-prevention"system was applied in city A,which promoted great improvement of the safety level of the transportation in this city.Based on the application of city A,countermeasures and suggestions for the construction of"double-prevention"system in national transportation were put forward.
