摘要
相对于具有兜底保障功能的公办养老服务机构和民办非营利养老服务机构,民办营利养老服务机构更能迎合当代老年人多样化、多层次的养老服务需求.针对当前财政补偿机制对于民办营利养老服务机构激励效果不明显的问题,构建了地方政府相关职能部门、民办营利养老服务机构和消费者三主体的动态演化博弈模型,研究其演化稳定策略并进行了仿真分析.仿真结果表明:在适中的财政补贴额度下,提高地方政府相关职能部门对民办营利养老服务机构的罚金,并将监管成本控制在合理的范围之内,同时降低民办营利养老服务机构的成本和消费者的参与成本,是实现民办营利养老服务机构可持续发展的关键.
Compared with public pension service institutions and private non-profit pension service institutions,private profit-making pension service institutions are more able to meet the diversified and multi-level needs of the elderly,which is of great significance to the healthy development of Chinese pension service industry.This paper uses the relevant theory of evolutionary game,and fully considers the variables such as cost and income of each subject,financial subsidy quota and fines,then constructs a dynamic evolutionary game model of relevant functional departments of local government,private profit-making pension service institutions and consumers to explore the problem that the incentive effect of the current financial compensation mechanism on private profit-making pension service institutions is not obvious.The simulation results show that under the moderate financial subsidy quota,the relevant functional departments of local government should raise the penalties for private profit-making pension services institutions,and control the supervision cost within reasonable range,then reduce the cost of the private profit-making pension service institutions and the participation cost of the consumers,which is vital to the sustainable development of private profit-making pension service institutions.
