摘要
新冠肺炎疫情期间,社区成为联防联控工作的重要阵地。对比“非典”期间的社区反应,社区在应对本次疫情中发挥了更加显著的主体性作用。我国城市基层治理的发展脉络,从“单位制”到“街居制”实现了从“组织治理”到“地域单元治理”的转型。在我国从“管理”走向“治理”的理念影响下,政党领导力和政府服务职能的增强主导着社区治理的“弱行政化”趋势,逐渐形成多元主体协同治理的社区治理模式。“社区”不再仅仅作为一个“地域单元”而存在,而是遵循“场域治理”的逻辑,在政治逻辑、行政逻辑和社会逻辑的融合与协调下逐步走向自治。社区共同体的构建需要政党、政府与群众自治性组织作为行动者,通过行动过程不断重构社区场域内的治理结构,平衡各方利益诉求,最终达到政治理想、行政效能和社会活力的实现。
During the outbreak of NCP, the community became an important position of epidemic prevention and antiepidemic work. Compared with the community response during SARS, the community played a more significant role in this epidemic prevention. The development context of urban grassroots governance in China,from "unit system" to "streetresidence system", has realized the transformation from "organizational governance" to "regional unit governance". With the influence of the concept of "management" to "governance" in China, the enhancement of party leadership and government service function leads to the "weak administration" trend of community governance, and gradually forms the community governance model of multi-subject collaborative governance. "Community" no longer exists as a "regional unit", but follows the logic of "field governance", and gradually moves towards autonomy with the integration and coordination of political logic, administrative logic and social logic. The construction of community requires the political parties, the government and the mass autonomous organizations to act as actors, constantly reconstruct the governance structure in the community field through the action process, balance the interests of all parties, and finally achieve the realization of political ideals, administrative efficiency and social vitality.
