摘要
健全农业专业化社会化服务体系是加快农业现代化的重要支撑。农村改革以来,农业社会化服务体系建设经历了农业服务体系市场化改革探索、农业社会化服务体系建设、新型农业社会化服务体系建设三个时期,是中国特色农业现代化道路的重要内容。当前,农业社会化服务体系的突出问题是专业化服务能力不足,表现在部分公共服务机构“有形无实”、人员知识结构滞后且普遍借调他用、服务力量分散且布局不合理、服务方式与现代农业发展趋势“脱节”,导致公益性农业服务体系专业化服务能力不足;全产业链专业化服务力量薄弱、农业生产性服务业发展不均衡、面向小农户的服务组织体系不健全、各类服务平台重复无序发展,导致市场化农业服务供给面临专业化升级瓶颈。面向2035年农业现代化的要求,必须主动适应农业现代化演变趋势,按照市场化、多元化、集成化、规模化的思路,推动形成政府引导、市场主导,主体多元、形式多样,便捷高效、全链受益的多元共享型农业社会化服务新格局,把农业专业化社会化服务体系建设成中国特色农业现代化道路的突出亮点。
Improving specialized level of agricultural socialized service system is an important support to accelerate agricultural modernization.The construction of agricultural socialized service system has experienced three periods:the exploration of marketoriented reform of agricultural service system,the construction of agricultural socialized service system,and the construction of new agricultural socialized service system,which has become an important part of the road of agricultural modernization with Chinese characteristics.The prominent problems of the agricultural socialized service system are the lack of professional service ability,which is manifested in the following aspects:some public service institutions are"tangible but not real";the knowledge structure of personnel is lagging behind and seconded for other uses;the service force is scattered and the layout is unreasonable;the service mode is out of the development trend of modern agriculture;the bottleneck of professional upgrading of agricultural service supply is caused by a series of problems,such as the weakness of whole industry chain professional service strength,the unbalanced development of agricultural productive service industry,the imperfect service organization system for smaller farmer households,and the repeated and disordered development of various service platforms.In order to meet the requirements of agricultural modernization in 2035,we must take the initiative to adapt to the evolution trend of agricultural modernization,and according to the ideas of marketization,diversification,integration and scale,promote the formation of a new,convenient and efficient pattern of multi shared agricultural socialized service,which is guided by the government,led by the market,diversified in main bodies,diversified in forms,and benefited from the whole chain,and build the agricultural specialized socialized service system into a breakthrough on the road of agricultural modernization with Chinese characteristics.
