摘要
从20世纪90年代开始,国际绿色建筑先行地区开始着力推动绿色建筑发展,他们大多从绿色建筑评价入手,通过宣传、培训、公示、推广等手段培养市场化氛围,由市场主导推动,并辅以立法政策、程序监管和一定经济激励措施。我国相关工作主要始于21世纪初,发展迅速,在政策框架、标准体系、技术体系、评价组织等方面不断完善,形成了较大发展规模,并初步显现发展效益,但总的来说目前仍处于政府主导、市场辅助的推动阶段,存在发展不平衡不充分、上位法缺失、监管机制待完善、市场化长效机制未形成等问题。在“放管服”改革背景下,本文给出相关发展建议,即按照总书记及党中央关于绿色发展的指示和部署,进一步借鉴国际经验并兼顾我国国情,从加快建立推动绿色建筑发展的法律法规体系、创新质量保障监管机制、多措并举强化市场化推动模式、结合绿色防疫改造推动产业链建设发展等方面着手,推进绿色建筑行业健康可持续发展。
Beginning in the 1990s,the international Green Building pioneer areas began to focus on promoting the development of Green Buildings.Most of them started with Green Building evaluation,and cultivated a market-oriented atmosphere through publicity,training,publicity,and promotion,which was supplemented by legislative policies,procedural supervision and certain economic incentives.Relevant work in China mainly started in the early 21st century and developed rapidly.The policy framework,standard system,technical system,evaluation organization,etc.have been continuously improved,forming a large scale of development,and initially showing development benefits.But in general,it is still at the stage of government-led and market-assisted promotion.There are problems such as insufficient development balance,lack of upper-level laws,regulatory mechanisms to be improved,and market-oriented long-term mechanisms have not been formed.In the context of the reform of“decentralization,management and service”,this article gives relevant development suggestions,namely,in accordance with the instructions and deployment of the General Secretary and the Party Central Committee on Green Development,further drawing on international experience and taking into account China’s national conditions,so as to promote the healthy and sustainable development of the Green Building industry from the aspects of accelerating the establishment of laws and regulations on Green Building,innovating quality assurance regulatory mechanisms,taking multiple measures to strengthen the market-oriented promotion model,and combining green epidemic prevention transformation to promote the development of industrial chain construction.
