摘要
近年来大连正在加快由海洋资源大市迈向海洋经济强市的建设步伐。然而,大连存在一些短板,如海洋经济增速仍然较低,港口能级提升竞争压力较大,现代海洋产业发展不充分也不均衡。这些短板各有其内在的形成逻辑。鉴于各类短板破解的主次轻重以及大连海洋经济强市建设进程的动态性与增殖性,在"稳定存量,优化增量"原则下可提出大连由海洋资源大市加快转向海洋经济强市的基本路径:在大体稳定既有政策格局的基础上,以技术创新竞争能力培育和现代海洋经济开放聚集为轴心,着眼于有效市场与有为政府的有机结合,以现代海洋产业体系为依托,加快大连海洋经济在制度、技术与组织维度的优化进程。为此,大连宜以提升效益为宗旨,在稳定现有政策存量的基础上适度微调,同时全力培育现代海洋产业发展相关技术创新竞争能力,持续增强海洋经济的开放聚集能力。
In recent years, Dalian has been speeding up the construction from a big city of marine resources to a strong city of marine economy. However, there are some shortcomings in Dalian. For example, the growth rate of marine economy is still low, the competition pressure for upgrading port energy level is great, and the development of modern marine industry is insufficient and unbalanced. Each of these disadvantages has its own internal forming logic. In view of the importance of various shortcomings and the dynamics and proliferation of Dalian’s construction of a strong marine economy city, under the principle of "stabilizing stocks and optimizing increments", the basic path of accelerating Dalian’s transition from a big city with marine resources to a strong marine economy city can be inferred: on the basis of generally stabilizing the existing policy pattern, being centered on the cultivation of technological innovation competitiveness and the opening and gathering of modern marine economy, focusing on the organic combination of effective market and promising government, and relying on modern marine industry system to speed up the optimization process of Dalian’s marine economy in the institutional, technical and organizational dimensions. To this end, Dalian should aim at improving efficiency, moderately fine-tune the existing policy stock on the basis of stabilizing it, at the same time, fully cultivate the competitiveness of technological innovation related to the development of modern marine industry, so as to continuously enhance the openness and gathering capacity of marine economy.
