摘要
基于从众效应视角,选取2017年CHFS数据,建立Heckprobit模型对农村居民新农保参保行为进行了实证分析。结果表明,从众效应对农村居民是否参保以及缴费档次的选择有显著影响。进一步分析显示,新农保制度的强福利性促使农村居民选择较低的缴费档次。对此,一方面应改变政策宣传方式,加大宣传力度,使得居民对新农保制度有更加深入、细致的了解,另一方面应重点从基础养老金入手对新农保制度进行调整。
From the perspective of conformity effect,this paper selected 2017 CHFS data and established a Heckprobit model to conduct an empirical analysis on rural residents’insured behavior of new rural social pension.The results showed that,conformity effect had a significant effect on rural residents’insured behaviours and their choices of payment grades.Further analysis also showed that,the strong welfare characteristic of new rural social pension had encouraged rural residents to choose a lower payment grade.Here we proposed two improving paths.On the one hand,we should change the way of policy publicity,so as to deepen rural residents’understanding.On the other hand,the adjustment of new rural social pension system should focus on basic pension.
