摘要
进入新世纪以来,俄罗斯十分注重通信与互联网技术建设,重点实施信息技术的创新研究与应用开发,加大互联网基础设施投资,扩大信息产业园建设,不断完善信息技术安全法规与信息技术安全顶层设计,坚持信息产品自主创新,为互联网新媒体发展开拓出广阔空间。目前,俄罗斯移动互联网发展势头迅猛,新媒体技术正在深刻影响其国内外舆论环境,日益改变着人们的生活方式。观察俄罗斯通信与网络技术建设,审视其新媒体发展现状,可以为中俄在该领域加强合作奠定理论基础,以携手应对网络安全与国际话语体系建设问题。
Since the entry into the new century, Russia has attached great importance to improving communication and Internet technologies. It has focused on conducting innovative research and application development around information technology, increasing investment in Internet infrastructure, expanding the construction of information industrial parks, constantly improving the laws and regulations on and the top-level design for information technology security, adhering to the independent innovation of information products, and opening up a great development space for the Internet-based new media. At present, with the rapidly advancing mobile Internet, the new media technology is deeply affecting the public opinion environment in and outside of Russia and changing people’s life styles day by day. Observing the improvement of communication and Internet technologies in Russia and examining the current situation of its new media development can lay a theoretical foundation for strengthening cooperation between China and Russia in this field, so as to jointly deal with the problems about Internet security and establish the international discourse system for it.
