摘要
生态福利绩效是经济、社会和生态三个系统共同作用的结果,反映了经济转型发展的质量和能级。本文运用可行广义非线性最小二乘法和考虑非期望产出的超效率SBM模型测算了2004—2018年中国30个省份的技术进步偏向性指数和生态福利绩效水平,基于整体及分区域层面实证研究了技术进步的偏向性对中国生态福利绩效的影响。研究发现:(1)中国技术进步偏向呈现波动趋势,整体上表现为偏向资本的技术进步,部分省份存在偏向劳动的转变趋势;(2)中国生态福利绩效呈现出"东高、中次、西低"的非均衡阶梯式分布特征,东部地区整体上处于DEA有效状态,而中部和西部地区处于DEA无效状态;(3)技术进步偏向劳动对中国生态福利绩效具有显著的促进作用,而技术进步偏向资本则会阻碍中国生态福利绩效的提升;(4)技术进步偏向对生态福利绩效的影响具有显著的区域差异,东部的技术进步偏向劳动时能显著提高生态福利绩效,然而中部和西部的技术进步偏向资本时才能显著促进生态福利绩效水平的提升;(5)产业结构优化升级、外商直接投资和经济规模能显著促进中国生态福利绩效的提高,而城镇化会抑制生态福利绩效的提升。
Ecological welfare performance is the result of the joint action of economic,social and ecological systems,and reflects the quality and level of economic transformation and development.Based on the feasible generalized nonlinear least square method and the super-efficiency SBM model considering non-expected output,this paper calculates the technological progress bias index and ecological welfare performance level in 30 provinces of China from 2004 to 2018,and based on the whole and sub-regional level,makes an empirical study of the influence of the bias of technological progress on the ecological welfare performance in China.The study shows that:(1)China’s technological progress bias tends to fluctuate,and on the whole,has the capital bias of technological progress,while in some provinces,there is a shift trend towards labor bias;(2)the ecological welfare performance in China shows the characteristics of non-equilibrium ladder distribution of"high in the east,moderate in the central,and low in the west",where the eastern region as a whole is in a state of DEA effectiveness,and the central and western regions are in DEA ineffectiveness state;(3)the labor bias of technological progress has a significant role in promoting China’s ecological welfare performance,while the capital bias of technological progress will hinder the improvement of China’s ecological welfare performance;(4)there are significant regional differences in the impact of technological progress bias on ecological welfare performance,where the labor bias of technological progress in the east can significantly improve the ecological welfare performance,while the capital bias of technological progress in the central and western regions can significantly promote the improvement of ecological welfare performance;(5)industrial structure optimization and upgrading,foreign direct investment and economic scale can significantly promote the improvement of China’s ecological welfare performance,while urbanization will inhibit the improvement of ecological welfare performance.
