摘要
推动动力变革是高质量发展阶段经济发展的关键和基础。当前,我国经济发展动力呈现要素动力主要依靠资本积累拉动、需求动力主要依靠消费投资推动、产业动力主要依靠第二、三产业带动、制度动力主要依靠改革开放驱动等特征。但在动力变革进程中,依然面临以要素投入为主的传统增长模式难以为继、需求动力有待进一步挖掘、产业总体仍处于全球价值链中低端、改革开放步入攻坚阶段等突出问题,与高质量发展的要求还有一定差距。急需加快新旧动能转换,提高全要素生产率,从深入实施创新驱动发展战略、促进三大需求协调拉动、加快构建现代产业体系、全面深化改革扩大开放等方面着手,切实推动我国经济发展动力变革,为顺利实现"十四五"规划和2035年远景经济发展目标提供动力支撑。
Promoting power change is the key and foundation of economic development in the new stage of high-quality development. At present,China’s economic development power shows the characteristics of factor power mainly relies on capital accumulation,demand power mainly relies on consumption and investment,industrial power mainly relies on secondary and tertiary industries,institutional power mainly relies on reform and opening up. However,in the process of power change,we still face outstanding problems,such as the traditional growth model based on factor input is still unsustainable,demand drivers need to be further tapped,the industry is still at the middle and low end of the global value chain,reform and opening up have entered the critical stage,etc.,there is still a certain gap with the requirements of high-quality development. It is urgent to accelerate the conversion of new and old kinetic energy,improve total factor productivity,start from implementing the innovation-driven development strategy in-depth,promoting the coordinated pull of the three major needs,accelerating the construction of a modern industrial system,comprehensively deepening reforms and expanding opening up,etc.,to effectively promote power change of China’s economic development,and provides power support for the smooth realization of the "14 th Five-Year Plan"and the 2035 long-term economic development goal.
