摘要 目的:基于中国计量科学研究院学术计量与成果评价改进工作的实施样本,研究我国代表作评价制度的实践情况,分析代表作评价制度在我国难以普遍落地的原因,讨论如何基于代表作评价制度构建更加科学的学术评价体系。方法:通过对计量领域的评价研究样本,从制度发展和评价特点等角度回顾了代表作评价制度的实施进展,分析了实践过程中遇到的困难及其产生的原因,围绕如何完善学术评价机制提出几点思考。结果:代表作评价具有成果形式多样及由同行评议主导等特点,需从学术评价互认、专家评审管理、监督机制建设等方面持续进行优化和改进。结论:代表作评价制度的推行有利于构建质量导向的学术评价体制,基于代表作评价制度完善学术评价机制对促进我国科技的长远发展具有不可忽视的作用。 Aims:This paper aims to study the practice of the representative work evaluation system in our country based on the implementation sample of the academic metrology and achievement evaluation improvement work of the Chinese National Institute of Metrology,analyze the reasons why the representative evaluation system is difficult to be widely implemented,and discuss how to use the representative evaluation system to construct a more scientific academic evaluation mechanism.Methods:From the perspective of development and evaluation characteristics through the evaluation of research samples and related data analysis in the field of metrology,the progress of the implementation of the representative evaluation system was reviewed.Difficulties encountered in the process of practice and the reasons for them were analyzed.Several ways on how to improve the academic evaluation mechanism were proposed.Results:The evaluation of representative works has the characteristics of diverse forms,dominated by peer review and etc.It needs to be continuously optimized and improved in terms of mutual recognition of academic evaluations,expert review management,and construction of the supervision mechanism.Conclusions:It is conductive for the implementation of the representative evaluation system to construct a quality-oriented academic environment.The improvement of the academic evaluation mechanism based on the representative evaluation system plays an important role in promoting the long-term development of science and technology in our country.
