基于机会成本的黄河流域上游地区生态补偿标准研究 被引量:9

摘要 精准测度黄河流域上游地区生态补偿标准,对于维护黄河流域生态屏障具有重要的现实意义。运用机会成本法测算黄河流域上游地区2014—2018年的机会成本值和中下游地区相对应的生态补偿额度。研究发现:补偿区的生态补偿额度比较符合各地区的实际支付能力,上游地区的机会成本为1202亿—1474亿元,中下游地区的补偿额度为18亿—22亿元;引入调整系数的机会成本法核算生态补偿额度具有实际操作性。为推动流域生态补偿工作的顺利进行,未来应从“量身定制”流域上游地区生态补偿相关政策、加快推进黄河流域上游地区生态补偿市场化和提高公众的认识度与参与度等方面进行系统发力。 The contradiction between ecological protection and economic construction in the Yellow River Basin is increasingly prominent,and the economic development gap between the upper,middle and lower reaches is increasing.In order to stimulate the enthusiasm of ecological protection in the upper reaches of the Yellow River Basin and guarantee the water quality and economic development of the middle and lower reaches of the Yellow River,it is necessary to pay attention to the compensation of ecological capital value.Based on the integrity and coordination principle of the river basin,the opportunity cost value of the upper reaches of the Yellow River Basin and the corresponding ecological compensation amount of the middle and lower reaches of the Yellow River Basin from 2014 to 2018 are calculated by using the opportunity cost method according to the industry category and the national average development level.The results show that the opportunity cost of the upper reaches is 120.2-147.4 billion yuan,and the compensation amount of the middle and lower reaches is 1.8-2.2 billion yuan.Some countermeasures are put forward,such as innovating the way of ecological compensation in the upper reaches of the Yellow River Basin,establishing the supervision and assessment mechanism of ecological compensation in the upper reaches of the Yellow River Basin.
