我国地方创新创业人才引进政策量化研究 被引量:23

The Quantitative Research on the Policy of Introducing Local Innovative and Entrepreneurial Talents in China

摘要 人才引进政策是实施人才优先发展战略的重要内容。文章在整理中央及典型城市创新创业人才引进政策文本的基础上,采用文献计量法和内容分析法,对2007—2020年地方创新创业人才引进政策开展文本量化分析,基于"时间—主体—工具—机制—效果"框架进行了政策挖掘,描述了各地人才引进政策的差异与协同,进而探讨政策差异与人才引进实践的关系。研究发现,我国创新创业人才引进政策呈现出中央带动地方—响应速度差异、协作机制协同—关键政策差异、工具导向一致—具体举措差异等特征。研究表明,基于政策文献的量化研究,可以为构建新时代人才发展治理体系提供新视角,为政策文献与政策实践有效对话提供切入点。 The talent introduction policy is an important content of implementing the talent priority development strategy, and it is the system guarantee for the region to improve the overall level of scientific and technological innovation talents, and highlights the core significance of the strategy of strengthening the talent in the new era. The quantitative research based on policy documents can objectively show the differences and cooperation between governments, reflect the governance performance of different regions in the aspects of policy evolution, inter governmental cooperation network, policy tool combination and selection orientation, characteristics of cooperation mechanism and implementation effect, which provides a new perspective and ideas for the construction of talent development governance system in the new era. This research constructs an analysis framework of "time subject tool mechanism effect". The research uses the method of document measurement and content analysis to analyze the talent introduction policies of central and typical cities from 2007 to 2020, and explores the differences of local governments in the time of publication, the issuing institutions, policy tools, cooperation mechanism and implementation effect, and uses a systematic perspective. The collaborative thinking explores whether this difference is consistent with the practice of talent introduction in different regions, and discusses the evolution and confluence of the policy of introducing innovative and entrepreneurial talents in China under the background of the new era.The results show that the policies of innovation and entrepreneurship talent introduction in China show the characteristics of central government driven local response speed difference, cooperation mechanism coordination key policy difference, tool orientation consistent specific action difference and so on. The specific features are as follows: first, in terms of policy issuing time, the overall policy promotion is a "top-down" political mobilization mode, that is, the central government promotes the introduction of local talents through top-level design, showing time coordination, but there are differences in the response speed of the central and central government policy guidance. Especially, there is a lag of different rhythm in the peak period of policy introduction, and the overall trend of fluctuation growth is presented. Second, the frequency of policy writers in different regions is different in policy publishing subjects, but generally, it shows the trend of "from individual to joint". Policy cooperation gradually shows the characteristics of "multi-element coordination" governance, and "coordination and cooperation" in policy implementation mechanism is constantly strengthened. Third, in the choice of policy tools, the use of policy tools in various regions shows a high "consistency" characteristics, but there are differences in policy strength, policy intensity and policy polarity. Fourth, from the perspective of policy cooperation mechanism, local governments have innovated, developed and expanded policy structure design and policy element combination based on the overall driving and coordination of local actual needs and regional economic development goals, and there are adaptability matching of different concrete measures. Fifth, from the perspective of policy implementation effect,the local governments have shown higher goal coordination in the aspects of assessment content and task setting, but due to the different governance basis, ability and key points, there are obvious differences among local governments.The results show that through the policy differences, it is important to observe the imbalance of governance foundation and governance ability among different policy subjects, and grasp the policy orientation and strategic choice of local governments. Through the performance of policy coordination, it is important to explore the cooperation mechanism between different levels of government, and explore the Intergovernmental government behavior and implementation mechanism. Quantitative research based on policy literature can provide a new perspective for the construction of talent development governance system in the new era, and provide an entry point for effective dialogue between policy literature and policy practice.
