摘要
近年来高校知识产权成果迅猛增长,但高校知识产权人才队伍的质量与数量均落后于高校科技发展速度,文章将高校知识产权人才队伍分为:知识产权创造产出人才、知识产权行政管理人才、知识产权信息服务人才、知识产权教学研究人才、知识产权中介转化人才五类,基于调研数据及工作实际分析各类人才队伍的现状与存在的问题,提出通过丰富培训内容与形式强化知识产权意识",引进来、走出去"提升业务管理水平,加入联盟、对标先进增强信息服务能力,以市场需求为导向引领教学研究",政产学研资介"强强联合促进科技成果转移转化等措施针对性提升高校各类知识产权人才队伍素质。
In recent years,the achievements of intellectual property in colleges and universities have been growing rapidly,but the quality and quantity of intellectual property talent teams in colleges and universities are lagging behind the development speed of science and technology in colleges and universities.This article divides the intellectual property talent teams into five categories:intellectual property creation and output talent,intellectual property administration talent,intellectual property information service talent,intellectual property teaching and research talent,intellectual property intermediary transformation talent.Based on the survey data and work practice,this paper analyzed the current situation and existing problems of all kinds of talent teams,proposes strengthening intellectual property awareness by enriching the training content and form.Moreover,"introduction and go out"is advised to improve the level of business management.By joining the alliance,enhancing the information service ability through benchmarking to the advanced ones,taking the market demand as a guide to lead the teaching research,we can improve the quality of all kinds of intellectual property talent teams by combining"government,industry,university,research,investment and introduction"to promote the transfer of sci-tech achievements and other measures.
