摘要
在中国规模庞大的口岸经济体系中,边民互市构成了独特而重要的组成部分。由于边民互市在口岸经济中的地位模糊性,其在研究和治理层面都未能成为一个独立对象,而是长期依附于国家口岸,形成了“口岸—边民互市”的分析框架并在研究和治理上呈现出“城市主义”“经济主义”以及“全球主义”的特征。这一框架在为部分位于口岸和城市的边民互市贸易区带来更大发展空间的同时,也造成了非口岸和非城市的边民互市点的空间性失衡、合法性风险以及主体性困境,“扭曲”了农村社会与口岸经济的关系。
Within the large-scale port economic system of China,the borderland mutual trade constitutes a unique and important part.Due to the ambiguous status of borderland mutual trade in the port economy,it has neither been an independent object in research nor governance.Instead,it has been dependent on national ports for a long time,forming an analysis framework of port-border mutual trade and present characteristics of urbanism,economism and globalism in researching and governing.While bringing more room for development for some borderland mutual trade zones located in ports and cities,it has also caused spatial imbalance,legality risks,and subjective dilemmas in non-port and non-urban borderland mutual trade areas,thus has distorted the relationship between rural society and port economy.By returning to the institutional definition of the borderland mutual trade,it is possible to put forward an analysis framework of market-borderland mutual trade which is different from the port-borderland mutual trade.The research further summarizes the two types of borderland mutual trade,capital accumulation and ensuring living standards,and proposes the corresponding theoretical value and research direction.
